In Google+ itself, it is pretty useless, because you still have to go back to the top of the page to use it, but thats where the empty /  new post is anyway.

So I have not found it useful in any way :(

I suppose it is handy if you are in gmail, you can add a post direct in gmail, without moving to G+ …. but thats as far as it goes
