Of course this is being reported out of context, but we all know that sound bites can sway perception. IMO Google has a very serious communications problem currently with the whole Disavow Tool:
“How does Google deal with disavow requests and what’s the difference between that action and manual link penalties?” At the moment, nothing is being done with the disavow data and it’s unlikely to happen soon.

I heard that. The earlier question was actually answered out of context. There's no real reason for these guys to be privy to the technical aspects of the disavow tool. The main issue I think is that things are getting misreported, but Google's inaction and conflicting messaging is playing right into this.
