Well that's very odd so - the current batch of messages for manual penalties give you a very clear statement that the penalty is one of:
* still active
* revoked although some artefacts of the problem still exist
* fully revoked

I wonder if this guy is posting something rather old?

Still – it could be that they haven't removed the issue yet, or that there is more to it, or there is an algo one.

On the one hand, I wish G were clearer … on the other, I can kind of see why they are hesitant to in some cases.

Basically, they need to make a few more steps in the right direction before they are doing it right
